  1.   INTRODUCTION OF THE PROJECT

 

 

 

 

 

           

The issue of child labour has attracted enormous significance both at State & National Level. The pro-active policies of the Govt. of India followed with the land mark judgment of theHon’ble Supreme Court of India on 10th of Dec’96 in writ petition No.465 of 1986 i.e. M.C.Mehta Vrs. State of Tamil Nadu & Others have enlightened all concerned. National Child Labour Projects are the resultant action of the said policies through which withdrawing working children from hazardous occupations, educating them in the NCLP Schools - mainstreaming them into formal education, finally making them morally & socially responsible citizens of the society are done.

            National Child Labour Project, Deogarh came up as a Society registered under the society registration Act, 1860 on dt.08.09.1995 with the Collector & District Magistrate, Deogarh as the Chairperson. Sri Niranjan Kumura District Labour Officer is being entrusted with the job of execution of the Project. The Project directly receives funds from the Ministry of Labour, Govt. of India, New Delhi. Its functions are governed by its memorandum of association and bye-law.

  1. MANPOWER COMPOSITION AND THE FUNCTION:        

At present 40 Special Schools/Rehabilitation Centres and one Tasar Training Centre at Chhatabar are running with 2000 child labour students identified and withdrawn from various occupations. 

  1. CURRICULUM
        1. Time Table: - The Centres timing is from 10 A.M. to 4 P.M. except in summer. The time table consists of 5 periods having 50 minutes each. Before starting of classes, 10 minutes assembly time is allotted.  Besides these, one short-break of 10 minutes duration and another long break of 30 minutes duration for lunch are fixed.
        2. Course Contents:-The course contents of formal education designed by the Education Deptt. are being adopted for the children of special schools at present.  The course content/cover Arithmetic, General Science, Social Science & English, General Knowledge, MIL(Oriya).
        1. Textual Materials for general education:-Textual materials designed by State Govt. for formal education have been supplied by the DPC, SSA, Deogarh to the NCLP, Deogarh. Other Educational materials like Pencil, Eraser, Pencil Sharpener, Scale, Slate, Chalk, White Paper  Exercise Books, Science Khata, Oriya Hand Writing Khata, Geometry Box, White Chalk, Colour Chalk Drawing Khata and Charts  have been supplied to the Centres by the Project.

 

        1. Sports activities:-The students have been provided with Football, Skipping Ropes, Ring Ball, Flying Disc, Cricket Ball etc. for Game & Sports.
        1. Health Check-Up: - Regular health check-up of students are being done with the help of Govt. Medical personnel.

 

        1. Vocational Course:-The vocational training have been imparted in four trades i.e. (1) Cycle Repairing (2) Tailoring (3) Commercial Art & Painting (4) Tasar, Reeling Spinning & Weaving.
        1. Mainstreaming:-Till date, 6605 no. of students have been mainstreamed to different formal Schools right from the beginning. Out of which 760 no. of students have been mainstreamed this year. Follow up action is also monitored with the co-operation of the State Education Department/Teachers.

 

        1. Stipend Deposit:-The stipend deposit of Rs.100/- per month against each student has already been completed up to Mar,2008 which is subject to fulfillment of 80% of attendance.

(G)MID-DAY MEAL: - Free mid-day meals are being provided to the students @ Rs.5/- per child per day. In the mid-day meal Rice with pulses, Green vegetables and non-veg. items (Egg/Fish/Chicken/Mutton) once in a week is being served. Besides that Chuda & Jaggery is also given as tiffin 

(H)AWARENESS GENERATION:-A District Level Awareness generation programme was organized by the State Labour Institute, Bhubaneswar at town hall, Deogarh on dt.10.11.05 with all Head-Instructors of NCLP Centres/ParentsGuardians of students and District Level Officers, reporters of news papers and representative of ETV to spread the message of prevention and elimination of child labour.  Besides, in the Utsav Pradhanpat our NCLP child labour students of NCLP, Deogarh had participated in the cultural programme.  A stall was also put-up to display different activities for elimination and prevention of child labour in the District.

 (I)CHILD LABOUR SURVEY:- The District Child Labour Project Society Deogarh  has conducted the Child Labour Survey in the entire district during May & Jun’05 with the help of District Administration, ICDS and Deogarh Municipality. A total number of 10014 child labours  have been identified during the survey out of which 5643 child labours in hazardous occupation/processes, 4298  child labours in non-hazardous occupation/processes and 73 nowhere children.

( J)SUCCESS  STORY:-Apart from participating regularly in Block level/District Level Sports and other activities the students of NCLP, Deogarh have  gone steps ahead, which is briefed below in a nutshell.:-
(1) Kumari Basanti Behera, One Girl student of Class-III of NCLP, Deogarh won the second prize in the State Level Drawing Competition (Junior) among all the participants of the Eco-Club Schools of the State. She was awarded prize by the Hon’ble Chief Minister, Orissa at Suchana Bhaban, Bhubanswar on dt.5.04.2004 on the eve of the celebration of World Environment Day.

(2) A student of Class-III also won the Second prize in the District Level Art competition on the day of Rajiv Gandhi Akshya Urja Divas and received a cash award of Rs.1000/- from the District Magistrate and Collector, Deogarh on dt.27.08.2004.

(3) A Girl student namely Basanti Munda won the Ist prize in the All India Marathon Race held at Rajsthan by Banabasi Kalyan Ashram.

(4) On a sample survey, it was ascertained that 16 number of Child Labour students have   passed out Annual HSC Examination.

The Child Labour students of Deogarh NCLP had participated in the 7th State Level Sports and Cultural meet of NCLP students held at Deogarh on dt.02.02.08 and 03.02.08.  The Child Labour students of NCLP, Deogarh had own 06 numbers of prizes in different events                       
On the whole they have performed very well in the State Level Sports and Cultural meet.

Appointment of Doctors:-

            The 10th five year plan guidelines issued by Ministry of Labour, Govt. of India, provides for appointment of 02 nos of Doctors with monthly remuneration of Rs.5,000/-each for regular health check-up of the NCLP students. But, since the practicing physicians are not available in Deogarh Dist. against monthly remuneration of Rs.5,000/- it was decided in the Project Society meeting held on 03.10.2007 that, health check-up should be done  in the NCLP centers by the  Govt. Doctors of nearby PHC & CHC once in a month @ Rs.300/- per visit p.m. Accordingly, health check-up is being done in the NCLP Centers by the Govt. Doctors of nearby P.H.C. & C. H.C. as far as practicable..
